Why does TH appoint Hajj Pilgrimage Operators (PJH), who are private local tour companies to handle Hajj pilgrimage? |
- The Malaysian Hajj pilgrims have two options, namely Muassasah or Hajj packages managed by TH Travel & Services Sdn Bhd (a subsidiary of TH) and PJH.
- The objectives of the Hajj Package Service are:
- Allowing Hajj pilgrims to receive value-added services.
- Providing opportunities for Muslim Bumiputera Travel Agencies to manage the Hajj pilgrims as PJH with supervision.
- Enabling TH to move forward towards the goal of overseeing the entire Hajj management in providing Hajj services.
- TH also provides them an option to perform Hajj in the most comfortable way according to their respective financial capabilities.

What are the criteria for selecting PJH? |
In order to apply for a PJH license, local tour companies mustmeet the following criteria:-
- Owns a Tourism Operating License issued by the Ministry of Tourism, Arts and Culture Malaysia (MOTAC) under the Operation of Overseas Tourism For Umrah And Pilgrimage. (Bidang Pengendalian Pelancongan ke Luar Negeri Bagi Umrah Dan Ziarah.)
- Having experience in handling Umrah for three (3) consecutive years.
- Have a record in Bank Negara Malaysia through the Central Credit Reference Information System (CCRIS) that contains information such as the Company Director's financials, Shareholder of the Company and any individuals in the Company Management.
- Have experienced management and staff members in Umrah management.
- Have a clean audit report for the last two years.
- Audited Company Financial Report for the past three (3) years.
- Paid-up capital of at least RM500,000.00
- Positive shareholder funds.
- An official search issued by the Malaysian Insolvency Department stating that the company and individual are not bankrupt.
- Pass the TH's Umrah assessment in Saudi Arabia.
- No ongoing court cases.

Why are there only 25 registered PJHs under TH? |
- As stated, any registered local tourism company can apply to become a licensed PJH and will be selected annually upon meeting the specified requirements.
- For the Hajj season of 1445H/2023M, there was an increase in appointed companies where a total of 25 companies passed the screening and selection process to be registered as Hajj Pilgrimage Operators (PJH) under TH, compared to only 23 companies in the previous Hajj season.
- All PJH representatives have been briefed on the terms and conditions of the 1445H/2024H hajj package service.

Why are the eligibility criteria to become a PJH under TH so strict? |
- The selection system has been implemented since 2000 and is periodically improved.
- The qualifications set for the selection of PJH is to ensure that local tourism companies with credibility, strong capacity, and capable of providing the best hajj services throughout their journey are selected.
- The main purpose of these qualifications is to prevent hajj package fraud, and to ensure the welfare of the country's Hajj pilgrims is well-guarded and their hajj rituals are conducted smoothly.
- Any individual or tourism agency offering hajj packages without approval from TH may be subject to legal action under the TH Act.
- After PJH obtains the license, TH takes responsibility for the development of PJH to provide the best value-added services and confidence to hajj pilgrims.
- TH monitors and evaluates PJH services during their operations in Malaysia and the Holy Land. The company must achieve a performance rating score of more than 80% to qualify for applying for a PJH license for the following Hajj season.
- The basic aspect in the evaluation and monitoring of PJH management is the satisfaction of hajj pilgrims in receiving the level of hajj services and facilities that add value to the aspects determined in the chosen hajj package.

What if any pilgrims choose local tourism companies other than PJH licensed under TH? |
- The Hajj Pilgrims will not be able to check for fraud or the authenticityand capability of these companies. Furthermore, the welfare and safety of the pilgrims are not guaranteed throughout their journey.
- If individuals or travel companies without a PJH license offer Hajj packages and manage Hajj services, it is a violation of Section 27, Tabung Haji Act 1995, which can result in a fine of up to RM500,000 or imprisonment for up to 5 years or both if convicted.
- TH recommends the pilgrims, especially future pilgrims, to use Hajj packages provided by PJH licensed by TH only and can refer to the list of PJH on TH's website.

What is the process for selecting Hajj Pilgrimage Organizers (PJH) for the 1445H/2024M hajj season? |
- The method of selecting PJH for this year is the same as before, where local tourism companies have gone through a rigorous screening and selection process to operate as licensed PJH for the 1454H/2024M Hajj season.
- Any Muslim Bumiputera Tourism Agency can apply to become a licensed PJH and will be selected annually after meeting the established requirements.

What is the important reminder for Malaysian hajj pilgrims who are interested in performing Hajj with a PJH? |
- Future pilgrims who are interested in performing Hajj with PJH need to register with the company after receiving the Hajj offer letter from TH.
- Malaysian citizens must comply with the regulations of the Saudi Arabian government, which require the use of a Hajj Visa for performing Hajj, and not a Tourist Visa, which is not allowed by the Saudi Arabian government.
